MANAGEMENT PLAN 2002/2003

Our Purpose

"Our purpose is to support The Scottish Parliament in fulfilling its constitutional role as a representative and legislative body by providing professional advice and services of the highest standards. In doing so we aim to ensure that the people of Scotland are well informed about the Parliament and are given every opportunity to engage fully with the Parliament."

To achieve this we take into account the following 4 key principles:

· That the Parliament should embody and reflect the sharing of power between the people of Scotland, the legislators and the Scottish Executive.

· That the Executive should be accountable to the Parliament; and the Parliament and the Executive should be accountable to the people of Scotland.

· That the Parliament should be accessible, open, responsive and develop procedures which make possible a participative approach to the development, consideration and scrutiny of policy and legislation.

· That the Parliament in its operation and its appointments should recognise the need to promote equal opportunities for everyone.

Our Values
