Directors’ Group

Organisation chart

The Directors’ Group consists of the Clerk/Chief Executive and six directors. The group acts as a high level advisory group to the Clerk/Chief Executive and provides a regular forum for joint discussion of their responsibilities. It also provides the main interface between the Senior Management Team and the Scottish Parliamentary Corporate Body (SPCB).

The following areas are primarily within the role of the directors’ group:

  • the overall allocation of resources (including staff) to meet the Parliament's priorities;
  • proposing, monitoring and updating as required the strategic priorities and risks for the organisation;
  • leading the interface with SPCB collectively and in respect of individual responsibilities;
  • dealing with sensitive personnel matters which are not suitable for wider discussion, including pay awards and individual staffing issues.

Senior Management Team

The Senior Management Team is a formal advisory group to the Clerk/Chief Executive, and the primary management group for the organisation. It consists of the Clerk/Chief Executive, six directors and nine other senior managers. Its function is to advise the Clerk/Chief Executive on a variety of management issues, excepting those issues identified as being specifically within the role of the Directors’ Group. As the group is relatively large in number, a wide variety of skills, experience and knowledge is brought to the meeting table.
It is the responsibility of SMT to:

  • test corporate ambitions, matching these to resources;
  • set corporate policies outwith the responsibility of directors;
  • share corporate intelligence, holding high-quality debate leading to buy-in; and
  • act collectively as champions of the staff group whilst balancing this with the needs of Members.
