Strategic Management

In 2008, the Scottish Parliamentary Service undertook a major programme of organisational change. Outcomes from this change programme included the creation of the Strategic Leadership Team and Operational Management Group in April 2009.

A suite of key strategic documents has been developed and agreed to help shape and support the work of these senior management groups. Together, these documents set out our high level approach to planning, performance reporting, communication and risk.

  • The Strategic Plan (512KB pdf), which sets out our top level aims, values and targets for the current session of Parliament. The plan is revised and updated annually.

A new plan is developed for each new session of Parliament and agreed with the SPCB. Work to develop a strategic plan for session 4 of the Scottish Parliament (2011-15) is underway, and the plan will be published on these pages once finalised.

  • The Strategic Risk Register (110KB pdf) sets out the high level risks to the successful delivery of the Strategic Plan. It is reviewed quarterly by the Strategic Leadership Team and the Corporate Body, and the updated version posted to this page.
  • A new system for reporting on our performance against strategic plan targets was initiated in April 2009. Performance reporting takes place on a quarterly basis and reports will be published on this page.
  • A new Internal Communication Strategy (141KB pdf) was launched in September 2009, detailing our organisational approach to internal communication and the roles and responsibilities that relate to it. Communication with all internal audiences, including MSPs and their staff, is covered by the strategy.
