7.  THE SPECIFICATION

For requirements in excess of £60k (excluding VAT), a full specification must be produced within the timescale agreed.  This is the responsibility of the Project Owner, with input from Procurement Services, and sufficient time needs to be built into the timetable to ensure that a clear and appropriate specification is produced.  The specification should be developed in output terms, i.e. by defining what is to be achieved and not by stating how it is to be achieved.
